Q6:Is it possible to splice on to one of the hots of a base board heater for a plug?

A4:Possible yes. Not a good idea. It is probably 240 volts. And is controlled by a thermostat. And has a 30 or 50 amp breaker most likely running near capacity. Yes you can get 120 volts from one leg to neutral ( ground) but the heater will have a ground wire not neutral.

Q7:Are all hot water heaters 220 volts?

A: In the US they use 2 legs of 110 volts giving 220 volts for stoves, HWS, clothes driers.You can run one on 110 volts but at 1/2 the voltage 1/2 the current will flow so no risk but it will take 4 x as long to heat water.

Most of the world uses 220 or 240 volts with no split being later adopters and being able to design from scratch.

The US being one of the first users of electricity for lighting at low power used 110 volts DC and as They changed over to AC they kept the wiring for higher power they used 2 legs of 110 volts fro 220 volts across both.
